OpenAI or Claude? How to Route Enterprise AI Workloads

Enterprise AI model routing sends each workload to the best-fit model instead of locking into one provider. Learn how a model-agnostic gateway with shared evaluation, observability, and governance gets you better results at lower cost.

“Should we standardize on OpenAI or Anthropic?” is one of the first questions leadership teams ask when AI moves from experiment to budget line. It is a reasonable question with an unhelpful premise. The teams getting the most from generative AI do not pick one model — they use enterprise AI model routing to send each workload to the model that wins on quality, latency, and cost, behind a single evaluation and governance layer.

Why one-model strategies get expensive

Frontier models are not interchangeable. They differ in reasoning style, context length, tool use, instruction following, and price — and those differences shift every few months. Without enterprise AI model routing, standardizing on one provider means paying premium prices for simple tasks, accepting weaker results on tasks another model handles better, and re-platforming every time the frontier moves.

How the leading models tend to differ

These are patterns we see in practice, not permanent truths. Your own evaluations should always have the final word.

Workload Often a strong fit Why
Multi-step agents and tool use OpenAI reasoning models Strong function calling and structured JSON outputs for downstream systems
Long documents, contracts, codebases Anthropic Claude Very large context windows and careful instruction following
Regulated or safety-critical flows Anthropic Claude Conservative behavior and clear refusals that are easier to govern
High-volume classification and extraction Smaller or fine-tuned open models A fraction of the cost per call, with private deployment options
Real-time copilots in CRM and support Fast tiers from either provider Latency matters more than peak reasoning quality

The architecture: one harness, many models

Enterprise AI model routing only works if switching models is cheap. That requires a thin but deliberate layer between your applications and the providers:

  • A model gateway that centralizes credentials, rate limits, retries, and fallbacks, so applications never call a provider directly.
  • Versioned prompts and policies stored outside application code, so a model change does not require a release.
  • A shared evaluation harness that scores every candidate model on the same task-specific test set before it handles real traffic.
  • Per-feature observability for quality, latency, and cost, so routing decisions are based on data rather than preference.

The goal is not to chase the newest model. It is to make adopting the newest model a two-day evaluation instead of a two-quarter migration.

A simple routing policy to start with

  1. Default to the cheapest model that passes your evals for each task. Many tasks pass on a smaller tier.
  2. Escalate on difficulty: route long, ambiguous, or high-stakes requests to a stronger model, using simple signals like input length, confidence, or customer tier.
  3. Fail over across providers so an outage or rate limit at one vendor degrades gracefully instead of taking a workflow down.
  4. Re-run the evaluation suite monthly and whenever a provider ships a new model, then update the routing table.

Governance does not change with the model

Whichever provider handles a request, the same controls should apply: PII redaction before data leaves your environment, audit logs of inputs and outputs, data-retention settings verified per provider, and red-team tests that run against every model in the enterprise AI model routing table. Centralizing these in the gateway is what makes a multi-model strategy safe enough for regulated industries.
